Last year the State Audit Office released a report identifying a series of issues with the current social policy: poor targeting, no clear justification for certain groups defined to be at risk and overlapping state and municipal benefits. Additionally, the Constitutional Court made a historic ruling regarding the appropriate threshold of guaranteed minimum income as well as the threshold of legal impoverishment. The pandemic has exacerbated many of the social issues present in Latvia and presents an opportunity to re-think not only the means but the very aims of social policy as such. The discussion gathered experts alongside Members of Parliament to discuss what these should be and what we have learned in the last year about the efficiency social policy in Latvia.
